Celebrate Excellence - Texas Legislature Update
The Texas Legislature has been very busy passing legislation to benefit Texas public schools.  I wanted to give you an update on bills that are aligned with our legislative priorities as well as other areas that would benefit our district.

  • SPECIAL NOTE - All bills must be signed by the Governor before they become law.  The Governor has not signed any of the bills listed below and will not until both houses pass the bill and send to the governor for approval.
  • Teacher Retirement - Senate Bill 12 was passed to increase funding to TRS and provide additional funds to current retirees and the bill has been sent to the Texas House.
  • Increased Funding,  Decreased Recapture, & Increased Teacher Pay - House Bill 3 was passed recently and is now being discussed in the Texas Senate.  This bill will increase school funding across the board and decrease reliance on recapture.  This is good news for Texas public schools, but we do not have an firm number on how much it will financially help  Carthage ISD.
  • Academic Accountability - House Bill 4242 is being debated.  The bill would suspend penalties to schools based on STAAR testing until the Texas Education Agency conducts a thorough review of the current assessment system which has been under a lot of scrutiny.  Some proponents for the bill assert that the tests having a readability level that is 1 or 2 grade levels above the grade level assessed.
We will continue to keep you aware of the issues that arise in Austin and the potential impact on Carthage ISD.

Carthage Special Occasions Closet
The wonderful thing about Carthage is how we have such a giving community.  We care about one another, and we will do anything to help one another.  I would like to share a new project that has emerged to help our students.  Carolyn Wink created an initiative called the Carthage Special Occasions Closet.  CLICK HERE to go to the Facebook Page.

The mission of the closet is to provide students with formal attire for special occasions such as dances, awards assemblies and even Prom.  There are several people in the community who have volunteered to join in on the project, and currently they are expanding the closet to begin providing toiletry items and regular clothes.  Currently, the program has begun at the JH and the HS.
